Checkout Wizard PHP

When using the checkout wizard to generate my checkout pages.
I do not see the orders page. Only Taxes Shipping / Payment / Design

Also I am using Paypal Websites paypent pro.

When testing my website live,

I can add products to my cart, but after entering billing info and clicking continue
I recieve Transaction not completed. Occurs when checking out with paypal aswell.

Paypal has verified that my API credentials are correct.

Any help would be apreciated,
