PayPal invalid address error

I am getting an error with PayPal on a certain shipping address that is submitted. THe address is a vaild one, but PayPal returns this error:

Return to Merchant
Unable to process payment. Please contact the merchant as the shipping address provided by the merchant is invalid, and the merchant has requested that your order must be shipped to that address.

I did a Google search and other carts mentioned changing an address_override variable, but I am not sure if that applies to eCart (this is ASP, using PayPal standard payments)

thanks
Eric
