get past step 4 in setup

I am attempting to set up PowerCMS for the first time and can not get past step 4 of the installation wizard. I keep getting: "ERROR: Failed to save the settings in the database. Please verify your database connection." regardless of what I put in for the user/pw. I have verified all permissions with the database and had it created prior to the install. Please help.

This can happen if the wa_settings table is not getting created by the install script for some reason.

you may have to run the script to create the tables manually. the script to create the tables is located at:
install_cms/scripts/db.sql

log into the sites control panel to access the remote phpMyAdmin.

the tutorial I linked to will give instructions for importing the SQL file using phpMyAdmin
