Validate form and raise error if values of multiple dropdown menus meet certain criteria

I have Validation Toolkit, using ASP/VBScript and trying to use client side JavaScript validation to check form submission and prevent form submission unless certain criteria is met. Specifically I have 3 form elements:

1) Select menu labeled "selJustified" (contains 2 options, Yes or No)
2) Text field labeled "txtDescription"
3) Select field labeled "selStatus" (contains many options, the one that applies here is labeled "Closed")

I don't want to allow the form update button to be submitted if the "selStatus" is set to "Closed" - unless the following criteria is met:

a) "selJustified" is set to Yes
b) "txtDescription" has a value (anything but a null value).

this will take hand coding to accomplish. It cant be done through client side validation. It would need to be done server side.

You will need to write an ASP if statement to evaluate the form information to accept it or not.
