Where and what module does the username provided from the USPS for the USPS API get applied?

I have read the threads on the USPS API but haven't stumbled across where the USPS provided credentials actually get applied. What php module are these to be entered?

In the Power Store admin, go to Settings -> Shipping Settings. Create a new shipping rule and select US Postal Service as the provider, it will prompt for the USPS API Username in the settings for the shipping rule.
