Sales tax problem

I am having problems with eCart rules to calculate sales tax. The rule as I set it up is to calculate sales tax based on the subtotal of the cart AND the state being CA. The problem comes in when someone (during their registration) enters ca or Ca - something other that CA in caps. I've looked at the rules wizard and it doesn't seem that I can setup multiple tests to include the other instances to include CA Ca or ca. I think the simplest solution for this is to put a strtoupper() somewhere in the code probably during the registration to force the state to be all caps when it is saved to the database. I'm just trying to find the best place to put that in the code that is generated for the registration form. With all the Srpy validation code in the forms I'm having a bit of trouble sorting this out.

in the registration, you should be using a select list for the states, and populate the select list with the correct abbreviation rather than letting the user enter the state. letting the user enter the abbreviation, they may not even use ca, they may end up using cal, then it will fail the tax rule whether you change case or not.
