Show if is not working

I attempted to add a show if rule to this page:
The content on this page is NOT part of power cms however the rest of the site is therefore I want to use that security rule to display the edit buttons which link into our Community Network. I am guessing I maybe need the correct session start on this page - ? I have attached the code and ftp info for this site. Thank You,

Since you are using the CMS Access rules. you need to include the WA_CMS/WA_CMS.php page.

I added the following code after the <title> tag to make the access rule work:
<?php require_once("WA_CMS/WA_CMS.php"); ?>
