Delivery fees do not match

Hello, We have created a dropdown on the checkout page that allows shoppers to choose to deliver their order. The dropdown has a fee associated with each city listed. Their is a Saint Paul location that should calculate $25.00 for a delivery fee and a Downtown Saint Paul location that should calculate $15.00 for a delivery fee. Some how these two are flip flopped so if someone has a delivery to Downtown Saint Paul, they are being charged $25.00 (which should be the delivery charge for Saint Paul not Downtown Saint Paul. The database has the correct data, the recordset shows the correct data but it is not calculating correctly.

Any assistance would be greatly appreciated.

on the checkout page, the delivery location select list has those 2 locations flip flopped in the value:

<option value="Downtown Saint Paul">Saint Paul</option>
<option value="Saint Paul">Downtown Saint Paul</option>

should be:
<option value="Saint Paul">Saint Paul</option>
<option value="Downtown Saint Paul">Downtown Saint Paul</option>
