Could you please tell me what I need to purchase to make drop down menus. I am currently using Dreamweaver 2004.

Yes, menu writer will help you with Creating CSS navigation menus.

Make sure to check the system requirements before purchasing however, Dreamweaver MX 2004 is not a supported platform for CSS Menu Writer. The supported versions are:
Dreamweaver CS4, Dreamweaver CS3, Dreamweaver 8
