Help with progress bar

The progress bar does NOT work in IE8. I am working on a responsive website and noticed that when my resets.css page contains
* { -moz-box-sizing: border-box; -webkit-box-sizing: border-box; box-sizing: border-box; }; I get the exclamation icon on the bottom left corner of the browser.

The only way that I can make i work is to have pages that do the same function. contact.php for IE10, chrome, firefox and safari. contac2.php for IE8 and below. Is there a way around this?

use conditional css so that styles are only applied to IE 9 and 10

for example:
<!--[if gt IE 8]>
<style type="text/css">
* { -moz-box-sizing: border-box; -webkit-box-sizing: border-box; box-sizing: border-box; };
