Installing PowerCMS on a new site

I'm very confused at this point and have been digging thru disjointed posts and instructions and what ever else I can find. But the more I find, the more confused I get. I have two older installations of PowerCMS running and want to set it up for another client. BUT, I'm clueless on where to begin... isn't PCMS as a package gone? I have the Design Extender, but I just don't see anything clear about installing PCMS on a new site. The only options I see on the WebAssist menu are "Add/Insert/Reload Content. Very confused, please clarify.

To add power CMS to another site using Design Exender, Open a new page in your site, and add content to that page.

select the content that you wish be a CMS Area, then go to WebAssist -> CMS -> Add Content to Power CMS

This will begin the installation of Power CMS to the site and convert the selected content to a CMS content area.
