this is a permissions issue.

using File Zilla or another 3rd party ftp program access the files on your server and set the permissions for the webassist/ckeditor/ folder and all files and folder under it to 755

Ok I set the permissions but still getting this error:

on examination, the permissions for the webassist/ckeditor/ckeditor_php5.php file where set to 032

I was not able to use File Zilla to change the permissions, so i renamed the file and uploaded a new version, the permissions for the new version are 604 which has fixed the problem.
