Security Assist - create rule allowing access to users of multiple user levels

I assume this is possible, but just want to check how.

My structure includes a few user levels including Administrators.

So each of the non admin groups have access to their stuff.

But I would also like the admins to be able to update anything.

So for example, at the moment, Admins are user level 1.

And the others are 2, 3, 4 and 5.

How do I set up a rule allowing access to user levels 1 + 2?

I tried <?php echo $_SESSION['User_Level']; ?> = 1 or 2, but it didn't like that.

create a group (WebAssist -> Security Assist -> Site Access -> Access Groups manager)

set the members of the group to 1 and 2.

in the rule, use the in group comparison.
