have you tried Deleting the Dreamweaver Cache file from the users configuration folder:
common_installation_issues.php

if you continue to get the error message, please provide some more details on the steps you are taking to apply universal email that lead up to the error, also a copy of the page please.

Thanks for you rapid response. Yes I've cleared the cache this morning and was still getting the same error on multiple pages and multiple websites. Regrettably I've deleted all of my Dreamweaver extensions in an attempt to trace the issue and am now getting a new error: Unable to find file WA_eCart_Floater.htm in the Configuration/Floaters directory. The floater will not be shown.

Any direction would be greatly appreciated.

reset the workspace layout:
go to Window -> Work Space layout -> Reset '<your layout name>'
