CSS not rendering in IE & Firefox

I'm designing a website with CSS Sculpture. Is there a reason why the CSS isn't being read by IE and Firefox? It renders correctly in Chrome.

Here's the link. index.php I moved the CSSSculptor folder to the "newdesign" folder so don't know if that caused the problem. But as I mentioned, Chrome doesn't seem to have a problem with the location of the CSS file. I've redirected the CSS back to the root directory but that didn't resolve the issue. I don't want to continue designing the website until I get this issue resolved. I'd like to avoid starting from scratch if possible. It's obvious that IE and Firefox aren't reading the CSS file.

I completely recreated the site at this address with the same results: index.php.

I believe I've fixed the problem. In recreating the site, I isolated the problem to an issue with the #outerWrapper #topNavigation code. Not sure exactly what was causing the problem but it seems to be corrected now.
