in your site definition, there is an option named "Create Links relative To"

You have that option set to Site, you should change it to Document.

also double check that the correct URL Address is used in the Testing Server Settings for the site and also in the Local Info Section.

attached is how my Manage Site setting are populated.

I changed Documents.
Would you be more specific what the URL setting should be.
