form layout different when using security assist and form builder

When creating a login page using the security assist wizard and form builder, the form layouts are structured differently, even when using the same css file (cool_default.css )

Ok, here are 2 login forms.

login fd was created as a simple login with form designer, using cool_default css.

login_sa was created using the security assist wizard. The only option is to use basic_default css, but I changed this (afterwards) to be cool_default so that the css fles are the same.

the only difference I would expect between the 2 pages would be the check boxes for the cookies

with these css settings the security assist generated page has no spacing between the text fields, and has fewer div tags than the other page.

It is very convenient using the SA wizard, but I find that I have to hand code the login form afterwards so it looks more like the form designer generated page
