Universal Email not sending locally but OK remote

I have been creating a web form which uses UE to send messages from a web page.
I am using 1and1.co.uk for hosting.

I decided to use 1and1 linux hosting so I created the necessary structure etc and soon uploaded the site with very few problems.

I tested the page on the server and the email messages arrived correctly, it was late so I finished.

This morning I tested the page on the server and all was well.

I knew I had some more work to do locally for captcha and validation so I made a backup copy of the files on my local machine before proceeding with captcha.
After a while I tested the page and it failed to send the message.
It did show the thankyou.php page.

No worries thought I as I have a copy. So I reinstated the copy. That did the same, no messages.

However the copy on the remote server is still happily working, can anyone think what may be wrong.

Hello
I have since discovered that although the email does not arrive when sent from my local machine, if the page is uploaded to the server and used on the server then the message arrives using SMTP auth.smtp.1and1.co.uk

Should I be able to test from my local machine?

Interestingly I found this video

Testing email on your local testing server will only work if you have an SMTP Server properly configured.

To be honest, I have never been successful setting up Mercury in Xampp, I do all me email testing on the remote server.
