issue using html in src reference

We are using an external source for an image that we want to have in our email.
the image is based on a few things the user selects, so the url is generated after thier selections.

in the end we have a url that has SOME characters encoded and some not. its causing an error in the size its displayed at because that is the part of the url that is getting encoded that should NOT BE. I thought it might be server related - however I am using a SESSION variable that i am using in other parts of the site and its NOT causing the issue there. So i am wondering if something in Universal email is causing the encoding to be done. the thing is that i cant unencode the entire url because some parts have to remain encoded. And i tried just doing a str_replace on the few items getting encoded that shouldnt be, but that didnt work either.

this is the CORRECT URL - notice the $thumb$

this is the INCORRECT URL that comes in the email. - notice the %24thumb%24 (this is the part affecting the size because its getting ignored)

is this UE causing the issue?
If so - is there a way around it?

I dont think it is Universal Email creating the problem, i created a test email using the code you provided as a link in the email body and the link works correctly.

I'm not sure what would be causing the encoding, but i dont think it's universal email.
