Shipping question

My client opted out of using preset UPS shipping options. He wants flat rate. Works fine in US. But now, he wants a different flat fee for countries, which works too. But he wants it to be tied to how many products.

One product = $x, add a product, it doubles, etc.

The products are all set to 1 lb. I tried a test in weight area of shipping cost.

So for say, Japan, instead of the weight being anything under 100,000 lbs, I set it to 3 lbs.
Then I tried to order more than 3 items, ie, more than 3 pounds, but just got a shipping calculation error.

What is the secret handshake to make the cost per unit?

I think I figured it out. Please check me on this. See screen shots. (Maybe will help someone else if correct.)

Then, if this is right, is there a way to make a "anything but US/Canada" for all other countries? Or do I need to make a rule for every single country?

More testing... if I place 4 items, ie, more than 3 lbs, calculation error, so what should the last rule be so anything over 3 items is the same cost?

editing ... I can set max lbs to cover this... all good so far.
