show charges that are actually $0

I created some charges that are actually $0 charge. I jsut want them to show up on the order form.

Example:
if a person picks specialty envelopes, that shows up as an addtional charge on the order form (cart fields specialty_envelopes=1). But if they DONT pick specialty envelopes, i want it to show Standard Envelopes $0 (cart fields specialty_envelopes=0)


on the cart view page, the code is set to show charges > 0.
if i change that to >-1, it shows ALL CHARGES, even things that it doesnt quality for because the person didnt select them (like paper upgrades, rush order etc)

SOO....
is there a way to change this code so that it shows only the items that qualify (meets criteria) regardless of the $$ (being 0 or greater than)

OR
do i have to go line by line and write the code myself? (yuck!)
