this article from Host Gator support should help:
how-to-connect-to-the-mysql-database

This section near the top has info on the settings to use for the connection:

Host name = localhost (literally put localhost)
Database name = (cpanelUsername_databaseName)
Database username = (cpanelUsername_databaseUsername)
Database password = (whatever you picked)

same issue with Hostgator

I am having the same problem you did connecting. I put in my ip address, and have the configurations correct. I have been on with chat at hostgator for over an hour. They are still "looking into it" What else did you do on the server side to get it to work?

Log into your data base using the Host Gator phpMyAdmin.

In the upper felt hand corner it will show the database name and the host name.

Use that host name instead of the IP address for the connection.

different reason

My problem was different. First, I hadn't used the ip address in ftp hosting to connect to the server. Second, the quoting around the password was double quotes, which allows the '$' (in the password) to be evaluated, so the password was mangled. I changed the quotes to single quotes, and it appears to be able to access the database now.
