I am looking for a developer to work for credit card and postage options

I am looking for a developer to work on some things that are beyond my skills on my step-fathers website.

www.portlandtrading.net developed using Powerstore 3

We would like to add a credit card function (via Barclays merchant services) on the website so we don't take all our payments via Paypal. We already have Paypal Pro set up.

We also would like to offer 4 options for postage:
Free to United Kingdom
Charge for Royal Mail Special Delivery (UK only)
Charge for Signed for Europe
Charge for Royal Mail International Signed for rest of world

We would also like any remaining dollar signs changed to £'s and the the American states removed and replaced with UK counties.
