activate the HTML Editor

How do I activate the HTML Editor on Windows Seven?
Everytime I try to activate, the error occurs that the anti-virus and firewall are preventing.
Both are disabled and still can not activate.
Help me
I'm using CS3 dream

After all the tips of its engineers to turn my html editor had failed, please, I need to fulfill the promise to return the money paid to me, so I can buy another product.
