Need help making custom shipping rule

Can we assign shipping rules only for some items and then other items get no shipping rule so they appear to ship Free. We originally wanted to make it anything under 1.3 pounds ship Free (total order). Either way we are ok but just need advice.

either way will work, for free shipping under 1.3 pounds, set the trigger for the shipping rule to use "Subtotal For Any Column":
If the Subtotal of Column "Total Weight" is ">" a value of "1.3"

this will triger the shipping rule only if total weight is greater than (>) 1.3
