Two Issue - Need Help

I have a cart that is working with the exception of two things.

1. I need to only charge tax in one state.
2. I need to charge a specific flat shipping fee for various states.

Any help would be appreciated.

in the shipping and tax rule, use the trigger:
"based on Session Variable value, and the 2 letter state abbreviation, for example to apply the rule to Mass:

If the session variable "eCartCheckoutForm_shipping_state_province" has a value of "MA"

then for the calculation use "based on cart subtotal" times your tax percentage, or use a flat rate fee for the shipping.

I have one more question. Can this be displayed in the cart? The checkout form is where the CC number information is entered and charged correct? So how would they know how much the total would be? I am probably missing something.

it will be displayed on the confirm page after the customer fills in the checkout form on the checkout page.
