Adding "ALL" option to State Dropdown

I have a database that has a dropdown search based on "STATE", I need to add an ALL option so that all data is presented instead of only a specific state. Not having much luck - can anyone point me in the right direction?

add an empty value option to the list:

<option value=""> Show All</option>

Tried that - maybe I have the wrong selector, I am using "=", should it be another?
