So if I am using a static approach I do not need a dynamic connection or database correct I need to build a new cart without these connections correct.

For the add to cart buttons, that is correct, you do not need to have a connection or a data base.

some people prefer to have the order details stored into there own database when a transaction is processed, for this, you would need the connection and database, but it is not necessary.

Where will it send the order

without a database?

without a database it will send the order to the payment gateway.

So if I want to use a no payment gateway

yes that is true.

NOTE: Do not set the store order details and store order summary behaviors to store credit card information. it is illegal to do so.
