What is the easiest way to apply this to shipping.

If United States I would like it to be a flat rate price but internationally (else) I would like it to calculate shipping based on % of the total price so like 4% off the total price equals shipping cost can that be done?

set up 2 shipping charges using the Based on session value trigger:

If session "eCartCheckoutForm_shipping_country" is "=" a value of "US"

for the flat rate and:
If session "eCartCheckoutForm_shipping_country" is "!=" a value of "US"

for international, this one will use the charge:
Based on cart Subtotal:
Cart Subtotal "Times" "0.4"

Worked perfect I just have one question I set the US to = US and I set everywhere else !=US

Tried the easy way but unfortunately it quotes it on the cart page as the everywhere price since the exception has to be entered later (US) in the form. What can I do about that?

add another trigger to the international rate.

Use the Session variable exists trigger to check that the eCartCheckoutForm_shipping_country variable is set.

you set the triggers in the trigger section of the shipping rule in the eCart object.
