Install File Permissions

I've given WRITE permissions to the EVERYONE group for the folders listed below and all their subfolders. I'm still stuck on Step 1 of the installation which reports "Files and directories cannot be created. Verify the PowerCMS directory has write permissions on your server." There is no PowerCMS directory. Can someone tell me what folders need write permissions granted?

Write permissions already granted to these folders (and subfolders):
admin_cms
cms
Connections
install_cms
WA_CMS
WA_Globals

The PowerCMS Directory is the directory that you have uploaded the PowerCMS files to.

In other words, the directory that contains the folders you mentioned earlier:
admin_cms
cms
Connections
install_cms
WA_CMS
WA_Globals

that parent folder, needs to have write access applied.

When I created my first content area (in a local site) per the PCMS Builder Getting Started guide, the PCMS Builder installation automatically created the folders I listed above in the site root. There was no prompt for a folder in which to place the folders and files it created.

I uploaded the folders and files the install created to the same location -- folders listed above are in the site root.

I gave Write permissions to Everyone on the site root folder, and still got the file permissions error when trying to run on the production site. I propagated Write permissions to every folder in the entire domain, and I still get the file permissions error. My host server (IIS) is running PHP Version 5.2.13 and MySQL 5.

Magic quotes are enabled on the server. Could it be that I need the PCMS support build (build 038)? Would that impact discovery of file permissions?
