ive tride to intall this couple of times cant get pass login admin info

i keep getting this error

I have created a support incident to help you look into this problem. If you respond to that incident with ftp information on how to connect to your site I can solve it directly.

(It is probably blocking the upload of that file... I'll likely need to rename the file to installed.php and upload it and rename it back to the installed.png using the ftp program once it has been transferred)
