Free shipping

I am using PS4 and set up 2 flat shipping rates using eCart. The first is < = 3 quantity: $17.00. The second is > = 4 quantity: $27.00, which is good for the majority of the products they ship.

My client has 2 items that he would like to offer free shipping for and 2 others (smaller items) that he would like to specify $6.00 each for shipping. What would be the best way to achieve this?

I tried to select the option in the Admin section of the store to "Exclude from all shipping rules" and put in 0 or the dollar amount, but it did not work. I also looked around the forum with no luck.

I tried to play around in the ecart settings to make this happen with no luck. I also tried to use the > = 6lbs (2lb for each product) for the $27 shipping fee but it would only let me input numbers.
I ended up having to assign a price to each product a price and set all of the shipping rules to 0 which seems to work. The only problem I run into now is when I ship 3 cues I can't charge 17, I have to now charge $51 but when I add a video (free shipping) it still shows $51 which is good.
Is there a way to group similar products (like 3 cues, 6 cues, etc.) and still offer seperate shipping charges for smaller items?
