Add to cart with cookies

I have a strange problem!

Currently my site works fine but I'm stransfering to IIS 7 and the cart is within a folder /cart.

When I click the add to cart button the cookies are not registering with the browser?

However when I hard code a proper cookie repsonse and request they work fine.

Any ideas on what might be going on with the new server? I'm wondering if it could be that the WA_eCart folder and it's contents cannot write cookies?

My current server is on IIS6 and has no problems working at all?

could be that the IIS 7 server has an issue with the php session management settings.
