There is a problem with session management on your server. Contact your hosting provider to fix the problem. For more information, please refer to the PHP manual

I think the problem relates to session.save_path ??

Here is a copy of the contents of 'session' in my phi.ini file

you need to use quotes around the session.save-path value:
session.save_path = "C:\xampp\tmp"

and make sure that the path:
C:\xampp\tmp

actually exists on the computer, if it has not been created, you need to create it.

Thanks Jason for your reply. I checked my php.ini file and there are quotes around the path and the folders exist. i attach the file in case you can see from that what is wrong.
Thanks
Peter

I cannot see what the problem is looking at the php.ini file.

does the C:\xamp\tmp folder allow for read write and execute permissions for all users?

Hi Jason,
Sorry for delay in replying. I decided to start from scratch and reinstalled xampp and ran the ps4 install files again. It worked a treat! so I am sorted thanks.
