Background border for right column in 3-col fluid/footer

I'm using the 3-column fluid template. My left column is a set 125px, as is my right column. I added my own border image to the left side of the right-column as a background image. Whenever the center content is longer than the right column, the line/border doesn't extend to 100% (to the top of the footer) not matter what I've tried. Is there a trick to make this work?

Attached is what the file looks like.

I assume I need to use the faux-column method, but I feel like I've tried everything. I can't figure out where I can make this work.

This cant work using a fluid layout, it will only work using a fixed layout. make sure you select the option Equal Column Lengths option as well.
