Dreamweaver Paypal Extension Issues

Trying to instal the Paypal Toolkit and getting errors every way I turn.

The extension package is invalid. The extension will not be installed.

The following javascript e occurred:
At line 157 of file “C:\Program Files\Macromedia\Dreamweaver MX 2004\Configuration\Shared\WebAssist\Library\WA_XML.js”:
TypeError: XMLString has no properties

The file ‘C:\Docs and Settings\....Preferences\Installed\DisablePreview.xml’ is missing. The extension package will not be created.

one more thing...

when I try to use the extension in DW MX 2004 for the 1st time the activation screen comes up but it is blank????

Dreamweaver MX 2004 is not a supported plat form for the PayPal eCommerce toolkit.

the system requirements are:
Dreamweaver CS4, Dreamweaver CS3, Dreamweaver 8
