I just purchased CSS Form Builder 2 and see the install instructions say "CSS Form Builder 2 includes all the functionality of the older Validation Toolkit and Digital File Pro, as well as the current versions of Universal Email and HTML Editor. If you own any of these tools and it is currently installed, you will need to uninstall these extensions from the Adobe Extension Manager prior to installing CSS Form Builder 2."

I currently have (for some asp sites) Universal Email 3.07 and iRite 1.03 installed. Should I uninstall these or are these old enough versions they can co-exist?

No, those extensions will need to be uninstalled as well.

your best tactic to be able to manage older asp sites with the older version of the extensions is to create another computer user, log in as that user and install the older version under the new user. You will need to login under the new user to manage the ASP sites using the older versions.
