switching billing and shipping info placement on checkout page

I would like to have the billing info form display on bottom and the shipping info form display on top, opposite of what it is now.

I was hoping it might be an easy cut copy but i looked at checkout.php and noticed a conditional brace right inside the fieldset for billing.

of course the check box would then be at the top of billing and say "same as shipping" and then update the billing with the shipping info from top.

how would this be done? thanks in advance

this will not be an easy modification to make, you will need to manually move the code for each form field, including the conditional error message code around on the page. There is no easy description i can give to tell you what needs to be moved, this is not a modification we can offer support for.
