Mailing lists

I'm not sure whether the UE extension is the correct tool for the job I am looking at doing for one of my clients ... They want to start sending out a 'latest news' email to their clients - either as a html email or as an attached PDF. But they want to allow their clients to subscribe directly to the distribution list via their website's home page (and unsubscribe, if they wish, at a later date). The data from the subscription form should then be used as the mailing list for the news email.
Can all or any of this be achieved within Universal Email - or using other WA products? All help and advice gratefully received.

the sending the email part can be accomplished with Universal Email.

The subscription part can be accomplished using data assist.
