Is there a way to build a page to allow an existing member to change their email address?
The form would need to check the database to see that the email address is unused.

Yes, but you will need to use DataAssist as well. Here is the step:

on a new page create a form that have form field for the new email address
the user has to be logged in so you can get the UserID. when the page submit you will create a record set that checks the email address against your users table email address.

If the record set return 0 rows, then you know you can update the user email address using DataAssist Update Server Behavior using the UserID.
