PS4 Not Installing Correctly

Unzipped all files to my default website on my server (Server 2008) 173.165.134.169
I started the process of setting up the site (no problems with PS3 previously) but

Step 2 fails with the following...

Framwork file not found:../../../../install/webassist/themes/Default/templates/install.dwt.php

the file is there, I looked.

2nd Try

Just to ensure that this is not an IIS7 issue, I installed PHP 5.3.3 on an XP box and RE-downloaded the PS4 zip file. dropped this in my web folder and recieved the exact same results.

The next step after confirming that PHP has been installed correctly, it fails.
