Adding recordset to main template PS3

I would like to add a simple recordset to my main template to display the store catagories in a drop down menu. However, i get the error of code being locked outside the template is there anyway to create this recordset on the main template to apply site wide

The error you are getting is a common one when working with templates in Dreamweaver.

I need to change my main template to apply to all pages, this fix would require me to update every page in the whole power store
