Problem with Latin1 / German Character

Hello, i have problem with Latin1/German..

when i input on HTML Editor such as:
"von Möbeln, welche unter deutscher Leitung zu 100 % in eigenen Betrieben hergestellt werden"

"Qualitätsmöbel entwickelt"

database record it as:
"von Möbeln, welche unter deutscher Leitung zu 100 % in eigenen Betrieben hergestellt werden"

is this database issue ? or HTML Editor Issue ? or my Page Issue ?

It is probably due to a database configuration, you should give these steps a try to see if it helps to clear things up:

1) Make sure the database could support the characters by going to mysqladmin and running the query:

alter database [enter your database name]charset=utf8;

2) Add this line to the bottom of the connection file (/Connections/your connection file name.php) :

mysql_set_charset('utf8',$your connection file name);

on your page, look for the following line of code:

$CKEditor_config["entities"] = false;

and change it to:

$CKEditor_config["entities"] = true;
