Shipping based on gross sale
Can I make a flat rate shipping rate based on gross sales such as.
.01 - $4.99 = $1.25 Shipping
$5 - $14.99 = $5 Shipping
$15 - $49.99
and so on?

yes.
On the triggers for the shipping rule, use "Taxable total For the Cart"
If the taxable total for the cart is '>' '0'
AND
If the taxable total for the cart is '<=' '4.99'
Flat rate shipping of '1.25'
then create the second rule as:
If the taxable total for the cart is '>' '4.99'
AND
If the taxable total for the cart is '<=' '14.99'
Flat rate shipping of '5'
you will need to create a shipping rule for each price range.
OK, now I feel like an idiot.
I need to know where and how to add the shipping triggers. I used PS3 to set up my store so I dont have much knowledge of Ecart.

so I found the Ecart object panel, and I added the settings the way you described above.
None of the settings get saved! I notice on the header of the shipping tab that "This interface is not for setting up shipping on your site. That is done in the Checkout Wzzard".
I have the Checkout.php page open and attempt to run the Checkout Wizzard and I get an error that I must apply this wizard on a page with a checkout button.
I am sure I am missing a step.

make sure that the eCart object php file is not open in Dreamweaver when you make edits to the eCart object.
also, make sure the ecart object php file is not set to be read only.
Great Stuff. I made those entries, they were saved.
I uploaded the WA_Store_Cart.php file and the home page (index.php) gave me an error referring to line 117.
I removed the UPS, USPS & Fedex references in the WA_Store_Cart.php file and it loaded just fine.
When I test the checkout procedure I am redirected to "checkout_failure.php?shipping=fail" and the message on the page is "Transaction Not Completed".
What next?
it's saying that the shipping rate lookup has failed.
In the admin section of powertstore, make sure that you have not selected a shipping provider.
Yep, that was it.
One more thing. The dollar sign($) is on the wrong side of the numerals on every page, even the Email confirmation page. I found a setting on the "general" tab in the Ecart object, and it is set to be on the correct (left) side!
Anywhere else I should look?
