Problem with CSS Menu Writer when apply Upload File with Universal Mail 4

Friends, I have a problem! I'm doing the backend of a site and am using WebAssist tools: Data Assist, HTML Editor, Universal Mail 4 (file manipulation) and CSS Menu Writer. Now the problem is when I'm trying to adjust, for example, the page to insert record, because when I insert the file uploading function-menu in Internet Explorer, and not look, it's as if he did not read the road styles. In all other browsers the problem does not exist only in Internet Explorer 8. This happens when I insert repeat the file upload function Universal Mail 4. What is the solution? Thank you. I enclose two pictures one where you look good on the menu in the search results page, and loses one where the menu style and formatting, inserting record page.

Problem.....

There is another way? because the site has not upload to the server, I am using localhost.

it is impossible for me to trouble shoot a problem that I cannot see.

My guess is that there is output on the page above the doctype tag, or the linking to the menu css files is not correct, but I can only make guesses unless i can see the problem in the browser.

The problem....

The problem is that only occurs in Internet Explorer 8, but not in Firefox, Safari, Opera, Chrome, and that only happens when I apply Universal Mail File Upload 4. In all other cases look perfect and the link to the page of CSS styles is correct. The Transitional Doctype is HTML 4.01 and have tried changing the Doctype and same thing happens

is it a full doctype? including the path to the dtd:
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN" "http://www.w3.org/TR/html4/loose.dtd">
