I have never used ecart, is there any documents that can help me learn it?

Yes, there are plenty of tutorials on the eCart support page:

You can also click the help button if you have any questions about a specific step in the wizard.

Database

I am slowly getting it, but now running into dynamic versus static issues. I downloaded the free ecommerce package, can that be used with e-cart. I had also downloaded your user registration packet, but that seems to already be in the ecommerce package (users database), do I not need both?

The ecommerce toolkit is separate from eCart. You will be able to have more control over the cart if you use eCart instead of the eCommerce toolkit. You can use the User Registration Solution Pack with eCart pages to apply login capability to them.
