Shipping Calculation Wrong

I posted a bit ago but it never has shown. I will try again, hopefully not redundant.

I used power store 102 for a client a year ago and he is just now uploading product and beginning sales.

Upon going online to the store and ordering product, when clicking the paypal link it goes to paypal and I sign in and then returns to the cart, empty.

If I sign-in to paypal first in another window, then go through the shopping cart process it returns to the confirmation page of the cart with order intact but a shipping charge of $15.40 (exorbitant for a small paper back book) plus tax. (see attached screen shot)

I opened up the usps.php page (second attachment) and it appears that we're set at "Flat Rate Box", which I don't recall ever setting up, either does my client.

1. Can you address the PayPal issue?
2. Can I change rates somewhere in program or in the usps.php page or is that dictated by the usps account.

The same paypal error happens in Safari 4.0.5 and Firefox 3.6
