file upload error with UE 4

I get the following message when I do a simple file upload.

Fatal error: Call to undefined function imagecreatefromjpeg() in C:\webserver\Apache2\htdocs\purpleshoes\webassist\file_manipulation\helperphp.php on line 865

I have tried using file rename and file overwrite and still get the same message.

When I look in the upload folder location there are 2 copies of the same image with no resizing applied.

attached is a copy of the upload page source

Let me know if you need any more info

Thanks
Keith
