Tax on Shipping Value only!

In the shipping options, I can see that there is a way to add tax to a "shipping quote" provided by several different carriers. However - is there not a way to add tax to just the shipping value that gets calculated.

My exact scenerio is this:

1: I don't use carriers for shipping quotes
2: Shipping on this site is 7% of the cart subtotal. (this was easy to setup)
3: The cart is all food - so no tax applies to the items in the cart. (this was really easy)
4: I need to charge 5% tax on the "shipping only". (this is where I am having problems)

Any suggestions?
I'm using eCart 5 if that makes any difference.

In your Tax rule, you need to add a flat rate and for the value use this:

$this->GetShipping() * 0.05
