you can set shipping and tax by editing the eCart object.
open the cart display page and go to the server behaviors panel. In the server behavior list, double click the eCart object. In the eCart object panel, sleect your vcart object and click the edit button.
in the Cart object window go to the shipping or tax panel to set the rules.
for tax, set the trigger to:
Session Variable exists:
eCartCheckoutForm_shipping_state_province
AND Based on session Variable valueL
Session Variable "eCartCheckoutForm_shipping_state_province" is "=" a value of "CA"
to make the tax apply to California only.
for the shipping, use the trigger:
Taxable total For the cart:
If the taxable total price for the cart is ">=" a value of "0.02"
AND
If the taxable total price for the cart is "<=" a value of "60"
